    The last place you would expect to find an upscale restaurant, serving fresh, seasonal food in 1986 was the Short North. The commercial area was maybe a step or two above squalor at that point – still urban, still gritty – no boutiques or fine art galleries in sight. Yet it was here, at 698 N. High Street, that Kent Rigsby decided to open his brand-new bistro.
