    Giant Eagle Inc. has created a commotion in Grandview Heights with an application for a liquor permit for a supermarket on the former Big Bear Stores Co. headquarters and warehouse site.

    Grandview Mayor Ray DeGraw said the July 1 application took officials by surprise since the city has yet to approve even a conceptual plan for the 90-acre Grandview Yard project. “Nationwide has never put a grocery store on the table,” DeGraw said.

    Part of the surprise stemmed from Giant Eagle’s ongoing interest in a site not far away at Neil Avenue and Vine Street in the Arena District, where the grocer earlier this year also applied for a liquor permit.
