So, I know nothing about this beyond what’s available on the announcement page:
The Ohio Capital Corporation for Housing and the City of Columbus Land Redevelopment Office, with additional funding from the Columbus Foundation and in partnership with the Neighborhood Design Center are pleased to announce “Parcels to Places,” a competition to redevelop vacant lots throughout Columbus, Ohio.
Parcels to Places is a pilot project, which will showcase creative ideas and strategies for transforming Columbus’ vacant land into an asset that contributes to community needs.
Competition launch: 2/9/16, 6 PM at King Arts Complex.

What do you submit? Building drawings? Maps? Not much information on the page, yet.
