    With the approval last night of two new parks-within-parks where dogs can run free, Columbus City Council members hinted that the time is coming when pets will have to be on a leash most everywhere else.

    “I am still adamantly supportive of a leash law,” said Councilman Kevin L. Boyce, who first raised the issue five years ago.

    Councilwoman Priscilla R. Tyson, who chairs council’s recreation and parks committee, said a law requiring dog owners to keep their pets on leashes is likely when dog parks have been established on all sides of town.
