There are two loopholes in Issue 3 that I can see--the need for the Ohio legislature to pass enabling legislation and the lack of any prohibition against local regulation aside from zoning/land-use.

So, the Ohio Legislature could thumb their nose at the "legislature must past enacting legislation within 6 months of amendment's adoption" clause of Issue 3 and tell the Casino Industrial Complex that they'll get right on that after they deal with the school funding issue (which, even though they've been ordered several times by the Ohio Supreme Court to fix it, they're still trying to figure out how to do it). Granted, this seems unlikely given the fervent support for the issue in the rust belt and Mark Twain's favorite city.

However, what if Columbus creates a Municipal Gaming Commission that so severely regulates the Casino Industrial Complex that the CIC leaves town?

So basically, to sum up Jimbo:

Yay! The people triumphantly overcame the state and had their true will confirmed. We have casinos!

Boo! The people voted their will for people I don't agree with on council.

"Oh well, at least Ferris didn’t get elected."

Nope, instead the people of this city, in their infinite wisdom, elected a group of Mike Coleman's cronies. Well done, Columbus.

Can someone explain to me why we're borrowing 200 million to give to soldiers, but Reynoldsburg can't pass a school levy? Also, the Columbus casino is going to suck balls, and turn into another disaster/headache/embarrassment for downtown. Oh well, at least Ferris didn't get elected.

I guess in all fairness everyone has just about gotten what they wanted this year..The middle/upper class got the city income tax increase and the poor got their casino--It's all fun and games until someone goes broke...I mean gets mad!

I voted "no" due that Columbus was going to get the crappy end of the casino operator list. Branding of a "Hollywood" casino here is like building a Wal-mart downtown. Look at the voter turnout, Cincy and Cleveland both won big because the owner of their casino promised 500 mil and 600 mil casinos respectfully in their cities. While we are promised a 250 million casino (I am sure the same holds for Toledo's casino). That is a big difference in construction costs. I hope Penn does make some amends and equals its investment in the casino here, but as stated earlier they have no obligation to do so. So, we may just end up with a Wal-mart downtown.

"<a href="http://hotjobs.yahoo.com/job-search-k-casino">Casinos</a> are little cities that never sleep, so there's always a demand for nighttime workers at the blackjack, craps and other gaming tables. Promotions are also possible. "Once you become a dealer and have a good track record, you can move up to pit manager or shift supervisor," says Carol Drea, director of corporate training at Atlantic Cape Community College's Casino Career Institute in New Jersey. Some casinos will train dealers on the job, but most prefer to hire dealers that have had formal training on at least three games.<em>Average annual salary: $17,010, but a sharp dealer at a busy casino can double or even triple their wages with tips."

Looks like he's not going down without a recount:

<strong>Recount possible in race for Columbus City Council</strong>
Tuesday, November 3, 2009 10:16 PM
By GARY SEMAN JR.

<em>Democrat Eileen Paley's narrow defeat of Republican challenger Matt Ferris in the race for Columbus City Council could require an automatic recount. </em>

<em>As of press time early Wednesday, Paley's lead over Ferris was less than one-half of 1 percent, which triggers an automatic recount in the state of Ohio. </em>

I'm tremendously disappointed that Matt Ferris lost, especially when you consider those that he ran against. I think it's time to consider the benefits of a ward system for City Council.

I'm also amused by those upset that the poorest neighborhoods voted for Issue 3. My recollection is that Mayor Coleman used the same strategy to force through the income tax increase back in August. I didn't hear the same complaints back then.

mstimple "Furthermore, if you look at the results by precinct on the map of the Franklin County voting website above (it was there last night, but not this morning), you will see that all the majority yes precincts are in the poorest areas:
- The near northeast side along Cleveland ave. east of 71 up to morse
- The Miller-Kelton area south of 70
- The far south area below Merion village
- Southwest areas around the Hilltop Based on this, one would presume that these people would be the ones frequenting the casino the most; the ones that most definitely should not be gambling. An earlier study by the Dispatch that showed increased lottery sales in poorer zip codes confirms this."

I don't know if I'm really excited by a casino or not, but has it occurred to you that perhaps the poorest neighborhoods voted <em>for</em> the issue because they want to benefit from the jobs? It is my understanding that being a blackjack dealer is extremely profitable.

Well with the location that is proposed it will be pretty hidden. The only way to see it will be from I-670. I didn't vote for the casino but if you have seen the current condition of the building it is replacing I guess it's not so bad. Plaza Properties owns the proposed site. I wonder if they contributed in the campaigning for Issue 3.

@Urbanboi That's partly why Issue 3 passing sucks so bad. Pennsylvania Gaming Company has no incentive to make the casino attractive or to improve it once it's been built. They don't have to! There will never be any incentive for them to make their casino better than any other. They have no competition.
