There are quite a few programs now for creating electronic music, what is sort of the "industry standard"?....if there even is one?

I don't know if there's any industry standard for creating music. There's stuff like Reason & ReBirth (link) which are essentially just drum machine and synth emulators for the PC. I'm not sure how many music producers use real synths and keyboards for music creation, and how many use software, but I'm guessing more towards the former? I think most PC/software driven music creation is mostly for production work like mixing, recording, editing, etc, etc instead of actually creating the sounds.
But I could be completely wrong. I don't know a whole lot about this stuff, just a little from playing around a bit myself....

I would say if there is an "industry standard" it would be Pro Tools for Mac. I believe most producers, especially electronic music producers, use a Pro Tool/Mac G5 or G4 set up. To do it right, it would run you about $20,000 to $25,000, not to say that you can't do a lot for far less. Cubase works really well for PC users, which is what we use.
Basically, it doesn't take a lot of cash to produce dance tracks. Just the create drive, the time to learn the software, and while some music training helps, a good ear for music, rhythm and sound layering. Like Walker said, you really don't need a synth to produce, but a good sampler program and drum machine and a decent selection of samples is pretty essential.
But hey...that's just me. I think if you're just starting and looking to buy everything, get a Mac G5 and a lower-end Pro Tools system.
