It's totally true. The perfect example was that big power outage last year... I live in German Village, and I never lost power. Scores of my neighbors lost power for days, and some for over a week. But one block would have power, the next wouldn't. It was completely random.
I was lucky last night. I had some flickering, but never lost power.
