A lot of the reason that Kohl's is dead (it didn't used to be) is because they stopped fully stocking about 2 years ago. I went in looking for Docker's pants - totally basic Kohl's purchase, and no go.
I started hearing rumors of them closing (and opening a new store on Stringtown) at about that same time. Likely, they'd already decided to close, and were doing minimal ordering for that store.
It isn't that there aren't people to shop at these places. These places take a look around, make an assumption about who'll be shopping there, and try to tailor their stock & ordering to meet what they feel is the need. It was the same issue that the Macy's there had, and that JC Penney had and Sears has. It's a self-fulfilling retail death spiral.
