Which Democrat? I don't know if any of them support a flat tax (unless the rate was 100%).
As for the comment that the Republicans had "several years of rule," keep in mind that between 2003 and 2006 the Republicans had the presidency but only had majorities in the house and senate (and seemed incapable of doing anything with a 55 to 45 vote margin in the senate).
The Democratic party has the presidency and larger majorities in the house and senate. It should be noted that the Republican party has never had a filibuster-proof majority in the US Senate at any time that it had the presidency and the majority in the House of Representatives. The ability to end a filibuster did not become possible until 1917.
It is one thing to make a mess of things when you only have part of the ability to change the law; it is another thing when you have the complete ability.
