I've been thinking about this topic quite a bit this week... posted some thoughts here:

Why limit it to alcohol at lunch? Why not bring back smoking and extend it to marijuana to get the creative juices flowing for the exchange of ideas and camaraderie?
Might be a bit of a tougher sell... but I'd love to see the plan you put together for promoting it. ;)
I wouldn't at all mind living in a place where lunchtime culture was more relaxed and relaxing and therefore more conducive to a drink. But I'm not sure that creating such a culture by starting with the drinking part would work. It might be like trying to stick a chicken back inside an egg... sort of doing things in the wrong order?

I agree.
I've been thinking about this concept a bit. I know a lot of people say we should start with small, incremental changes like a drink at lunch. I don't see it happening. One of the reasons is that we have a a culture of fear and liability we need to get past, which isn't limited to Columbus.
We make rules, laws and policies based on "what if one person did this". What if a person takes two drinks at lunch, takes three, takes four. My thought is someone will - there will always be a few people that take things to far.
If we can get past the reality of a few bad apple we'd have a lot more cool things going on beyond a beer at lunch.

When I worked in real estate it wasn't uncommon to witness a "three martini lunch"
Real estate background here too.
We typically spent most days and the better part of our evenings in the office from 10am til 9pm. We'd drink throughout the day; sometimes we'd surprise the rest of the office with bloody marys, sometimes we'd bring in a couple craft beers, and usually we had at least 5 bottles of vodka kicking around.
We never hid it. We never abused it. Never had any issues with clients disapproving; rather we'd be generous, offer a drink, and in a way I think that helped in the long run because it demonstrated a jovial prosperity that clients were attracted to.
