I am looking to purchase a used road bike. I am trying to keep it under $150. Does anyone have any suggestions? Does the 5th Ave Bike Co-op typically have bikes on hand for sale?

I am about 5'9" or 5'10" on a good day. What size bike would I need. Would a 26' work well for me?

On a road bike you can go with a 26 or 27 wheel size, it depends on the geometry of the frame. I have 27 wheels on my road bike, and at 5'8" I'm OK but just on the edge of being too short.
So you will need to test any 27" bike. Should be good.

Size wise, just adjust the seat and you should have a slight bend in the leg. knee when the pedal is in the fully down position. Also you want a few inches between the top tube (horizontal) and whatever you consider special when your feet are flat on the ground. and you are straddling the bike. 26", 27"and 700c are just wheel sizes. Advantages to all (especially if you plan to ride in winter, may want to check out a decent hard tail mountain bike)
Third Hand is good. A lot of old mountain bikes, walmart specials and some decent 70s-80s 27" wheel bike boom era bikes. Handy Bikes and Once Ridden are also shops to check out.
