I don't think any of those are really basic needs for a grocery store. Those are suburban store amenities (usually are afforded a larger footprint) that are slowly making their way in to urban stores like the one in the Brewery District, which isn't all that far is it? (I swear I still have no effing clue where this hilltop place is.)
If it took Kroghetto on High this long to get remodeled with 100K kids and gentrified neighborhoods less than a mile away, I'd say y'all have a long way to go. Sorry.
First, I'll start with Geography 101. The Hilltop area of Columbus had a 2000 population of 66,092. You can get there from HW by heading to Broad and High. Head west on Broad until you reach 70. Once you go under the freeway, you'll see a sign to your right on the hill saying Hilltop USA. The Hilltop area reaches west on Broad until you hit 270 just past Westland Mall. You can find more information on the exact limits, population, etc here: http://en.wikipedia.org/wiki/Hilltop,_Columbus,_Ohio
This store is actually located in a suburban shopping mall called Consumer Square West. It has vacant retail space attached to it. I called it urban because it serves an urban area.
Hopefully, Kroger will give it some attention. The area is really underserved.
