From the article:

Kazlausky's family did not attend the sentencing. Her brother-in-law, Jack Koelbl, said afterward in a telephone interview that the family was satisfied with the plea deal and sentence.

"We felt he had enough on his mind just hitting her," Koelbl said. "We were not out for blood because nothing was going to bring her back anyway. It was pointless for him to go to jail.

"It was an accident. It's not like he set out that day to intentionally hurt anybody."

Kazlausky's twin, Patti Byerly, filed a civil lawsuit in Hocking County Common Pleas Court Jan. 28 against Blackston and his brother, Earl, who owned the truck involved in the collision.

Neither of the Blackstons had liability insurance, according to the accident report. Byerly said she wants the case to serve as a reminder that driving without insurance is against the law and that there are consequences to breaking it.

The civil suit is about going after him, not reminding people about the importance of insurance. I'm confused as to why the brother was named. Insurance follows the person, not the car.

Listen, this person made a horrible mistake, one he will never forget. But, putting him through now a civil suit, seems like energy that came be used for good trying to punish the bad.

Not really that cut and dry. She may have been the breadwinner for others. Even though she died there are hospital and funeral expenses. It takes time to pick up the pieces. If he had insurance some of these bills would have been covered.

I get that; but you're spending time to get money from an individual who couldn't afford his car insurance and needs 6 months to pay a $250 fee?

Wrong tree to bark up, that's all.

I believe a judgement lasts 20 years in Ohio and I don't think it will be hard to win. Underinsured motorists are also a huge problem and it can ruin people's financial lives (on both sides).
