My guess is part of the point is to get people to stop sitting on the retaining wall while waiting for the bus at Broad and High.
So they're supposed to sit on the ground then? ;)

They should have brought their own chairs, if they wanted to sit!
It's a really weird move, this fence thing. Definitely not welcoming or friendly. GTFO Kasich's lawn! Except he never moved his offices to the Statehouse!
In Kasich's defense:
1) The "grumpy old man" thing has been going on at the Statehouse since before Kasich was in office:

2) Kasich's office mailing address is The Riffe Center, 30th Floor 77 South High Street

I was working for OHS giving tours of the Statehouse when Strickland moved the office back to it's historical location. He and his staff were amazing with the school groups that came in. It was never guaranteed we could get in (unless the group had requested through the governor's office in advance) but there were a number of times a staff member would step out and invite us in if they saw us stopping to see where it was located. Strickland himself met with some of our student or other tour groups on occasion which was pretty awesome.
I noticed the disgusting fence has gone up on the High St side of the Statehouse lawn.

I have mixed feelings about the fence still. It has historic precedent (the old fence surrounding the statehouse is now around the Topiary Park) but this still has all the makings of keeping the "undesirables" off the wall. Its pretty clear from the conversations I hear from bus riders (including myself) at Broad and High that the move is perceived as keep "those" people out.
Having said that I also think it kind of looks good.
