Only if that's where that development ended. There's no reason that a system could not eventually extend to other Ohio cities, such as Toledo and Dayton. I don't think you need to connect every single little town, though. Rail is not meant to do that and never has.
In any case, it's all a moot debate. As long as we have current leadership in place, rail won't happen anyway.
