hahah... that was my high schools arch rival.

If you read the details, it sounds like this ordinance was triggered by people who couldn't control themselves or handle the courtesy of not smoking at Little League games.
Across the board and in a lot of matters, over-legislating could be avoided if courtesy was honored instead of needing to be enforced.

Smokers will then need to be extra courteous and cautious on the patios so as not to offend those wanting to have their cake and eat it, too...... on the patio.
