Serious crime arrests at 10-year low

Columbus police arrested fewer people for serious crimes last year than they have since at least 2001, and the local police union said staffing shortages and low morale might be partly to blame.
A division spokesman acknowledged that a crush of retirements and a lag in the number of police recruit classes might have contributed to the drop in arrests but said he doesn't believe that officers would shirk their duties out of frustration.
