For tornadoes, they alert you with sirens. They do have a reverse 911 system for flooding notifications and other uses. More info at the bottom of the page in this link:
Not here, but there is such a system in Delaware County. If you have a cell phone, just sign up for free text message alerts from Weather.com (standard text messaging rates apply if you don't have any included in your plan)
I also have a NOAA Weather All Hazards radio at my apartment. They require a bit of geek expertise to set up (or a thorough read of the instruction manual) but they are definite useful.
Can I HEAVILY suggest getting a weather radio? People turn off their cell phones at night but a good radio will blare a signal that would wake the dead if a tornado watch / warning hit the county.
Franklin doesn't use the reverse 911 for tornados. They do have the TENS system for certain localized emergencies, but not mass alerts. It's only been used a few times. Sign up here: https://ucs.tfcci.com/cgi-bin/public/generic/franklin_county_signup.cgi
These systems can only call so many people at one time, and when you're trying to call several hundred thousand people you're looking at wait times measured in HOURS for all the calls to go through. So they'll probably be pulling your body out of the wreckage when the call comes in. :(
The all-hazards radio alert works before the sirens go off. All at once. No upper limit on users. No time delay. No reliance on externally managed networks (cellular, phone, etc). It works better than anything else yet invented and costs very little.
