I have gotten a few really great rugs from West Elm recently. They have pretty crazy sales on them from time to time. I would start there. If it's really on sale it will be in the middle of the shop, but there are things marked down in the normal rug area as well.

Try Evan's carpet junkyard over on Hague. They will bind anything you purchase for 1 dollar per foot. The prices are great, it is where I buy carpet/lino for my rental unit.

Go to the very back of Lowe's and look for remnant rugs and clearance rugs. They're a little spread throughout the store, so you might have to ask an employee for help. I've found great rugs that way, from $15 to $100. Sorry, don't know of any local/non-chain rug businesses who sell things on the cheap or I'd of course tell you to support them!

Believe it or not, you can find a great rug at a great price on EBay. We bought two that way.

KA Menendian on 5th Ave in Grandview Heights....pricey, but they have an Annex in the back and often have sales on those items too. Happy hunting!

I've gotten some pretty nice rugs from Grandview Mercantile. I also second West Elm. I have one from the William Sonoma outlet store at Jeffersonville.

The T.J. Maxx on Henderson... which is also a HomeGoods store, so they have a big selection of home items. (I always score Polish pottery there.) They have a small but very reasonably priced selection of rugs in the back.

Thought I'd give this thread a bump to see if anyone has any more suggestions; I too am on the hunt.
Already checked out:
Homegoods (both Henderson and Morse, Morse blew away Henderson in terms of stock and selection.)
Macys Easton
West Elm
Crate & Barrel
Nothing really jumped out at me that wasn't $$$$$.

The Dash and Albert line of rugs at KA Menendian is both affordable and stylish. Menendian lets you take home samples, too, which is great.

I have actually purchased several rugs from Home Decorators. Things get crazy cheap at the outlet http://www.homedecorators.com/Rugs/S/outletRugs/. They have a variety of materials, styles, and quality, so read carefully.

Thanks for the suggestions, that home decorators site is cool.
I guess I might check out the outlet mall and maybe the dreaded Ikea.
I'd also consider having a rug bound at a carpet store if I can't find something.
