My suggestions:
~ Townhomes or condos
~ A "miniature" short north
~ Commercial Offices?

Use the site for urban food production, involving outdoor gardens and growing indoors with green houses and aquaponic methods.
Employ locals in many steps of the process--from composting, saving seeds, watering, and weeding to harvesting, storing, distributing, marketing, and selling the food as unprocessed produce as well as rendering the fruit and vegetables into value-added products such as sauce, salsa, relish, or jams.
