You can actually produce baked goods out of your home with a pretty-easy-to-obtain license from the City. I know a couple folks that have done this (one doing wedding/event cakes, the other does bread) and both have commented on how simple & inexpensive the process was.

As bagels are non-hazardous, he wouldn't even need a license to sell through someone else's business or storefront. The license is only for potentially hazardous baked goods, such as some pies, donuts with cream fillings, cupcakes with certain frostings, etc. If its non-hazardous (bread, bagel, noodles, plain muffins and such) it falls under the "cottage foods" section of Ohio food law. Its what the Amish and everybody at farmers markets use.
