SimCity 4 is still by far the most robust city builder available because of the ridiculous amount of custom content. You can download buildings and mods from http://www.simtropolis.com (or a few other sites), or use the stand alone BAT (Building Architect Tool) to make your own building models, then use the Lot Editor to put them into the game. There are a ton of "real world" businesses up on Simtropolis already, depending on what you need, and there's a ton of FAQ and walkthrough help for using the other tools to help you build your own...
