The term is most notably associated with politics.
In pandering, the views one is verbally expressing are merely for the purpose of drawing support up to and including votes and do not necessarily reflect one's personal values.

I tend to view this as the mayor doing what he thinks is best for the reputation of this city and metro area, hardly pandering.

Or, Mayor Coleman could actually help actively promote this city as friendly to the LBGTQ community... considering Columbus does have one of the largest LGBTQ populations in the states, and is always in the top 5 of "Really-Good-Thing" Gay Cities. He could actually believe in equality, considering he's a pretty evolved guy.
