Unless you guys have more info than the paper, I think it's a little jump to conclude he was homeless and a victim of poor city services or in need of help or in some distress that people did not help.
What I read is a guy was out on a nice day in the park with his dog and died of natural causes.
Your know, when it's my time to go, that seems like a pretty nice way.
