why were there 13 scouts from 9 other teams at this game?

scouting out the talent that will be available soon?

Maybe the Arena District can use the millions of dollars that they are getting from Penn-Nat. and buy some fans to fill the seats.

The Jackets need to have some winning seasons if they want to return fans to the seats. Between tickets, parking and concessions, these games aren't cheap. People don't want to pay big bucks to watch team continually lose.
