You could try to set something up with the bar on Buckeye Lake to do the shoot off hours, I have had shoots there years ago.

There is a cool spot down on the Whittier Peninsula. I don't know what it's called but if you take Whittier over the railroad tracks toward the police impound lot, and then turn left, there is an undiscovered spot back there with a dock and some nice views.

You might try getting a hold of Westerville Crew. They have a spot with a couple docks on Hoover. It's on JCC property, so you may ultimately have to get in touch with them.
