They are hit or miss, but there have been some amazing shorts stories in "The Year's Best Fantasy and Horror" collections (they were at their best 9-12 years ago).
I love Smoke & Mirrors by Neil Gaiman; all the stories are great.

I was just about to jump back in to throw in Thurber.
The thing is, I much prefer his non-fiction to his fiction. On top of the fact that they're just good stories, there's a lot of Columbus history in there as well. I get a kick out of reading Fort Hayes being depicted as "North of the city."
