I'll admit to being pleasantly surprised by this news. It's heartening to know that our legislators recognize (at the fiscal level) the value the arts bring to Ohio. I don't find anything unreasonable about the restrictions either, provided those restrictions don't impact Ohio's ability to take advantage of the federal grant money that Julie Henahan referred to (It does make me wonder if similar restrictions regarding administrative costs and disbursements are assigned to other state agencies).
