Also, it's not uncommon or unusual for public or private sector entities to build additional space to accommodate expected future needs.
I worked in the county courthouse complex back in the early 90s and there were entire floors of some of the buildings that were empty. I have been over there recently and there are floors in 375 S High that appear to be vacant. From past experience, it was possible for county offices to be located in 375 even though it is the municipal court building.

And you are correct. My current experience with the state is not directly relevant. And I should add, neither is my experience from the early 90s. However, there are parts of 375 S High that currently seem like a ghost town.
Having future space to expand into is a valid concern. But the county is going to gain a huge amount of new space. And I fear the price that we will have to pay if they fill up all that space with government workers. All too often in government, you see lots of people working but not a lot of work actually getting done.
