There is a guy I've seen panhandling on High in the Short North every day for the past 5 months. The guy works longer shifts than most of us. A good 14 hours a day. I'll call him Bill.
Every 3 - 4 hours, another guy appears and takes Bill's earnings. I watch it go down just about every day. I've also observed the guy collecting use implied physical threats against Bill. After the guy collects the money he usually goes to a pay phone and makes a call. He then gets in this junky car and leaves.
Bill clearly seems to be suffering from a mental impairment. He doesn't appear to be a drug or alcohol abuser. What's clear is this other man collecting the money is forcing Bill to panhandle.
Are there any social service organizations I can contact who can get this guy help?
Additionally, the guy forcing Bill to panhandle is engaged in what might be a criminal activity. Who and how I would alert the proper authorities?
