Last week we met with CRPD Director McKnight and the city forester regarding street trees on 5th Ave. (CRPD owns the street trees in Columbus, and is responsible for their care.) Here are some of my notes:
The city is very interested in having more street trees, but has never gone into private property, as this wound entail because we're talking about planting trees in front of businesses.
We (5XNW and FOSR) thought there could be an easement for trees along the avenue, but it turns out that such easements would need to be individually negotiated with each property owner, and individually approved by City Council. Bexley has done something like this. Further, landowners might not want to encumber their properties with an easement that might restrict what they can do with the property a few years down the road.
Someone has to "own" the task of maintenance. Some streetside rain gardens on Gay and Town are becoming weedy (I need to scout those). Property owners can perform minor trimming on street trees, but any heavy work would be the city's responsibility (aka added workload).
BTW the city expects to have to remove 12,000 ash trees from the streets in the next three years or so, and that doesn't count ash trees in parks or golf courses. So they will be busy.
The potential scope would include 169 businesses. The city says it typically costs about $200 to have a contractor install a 2-inch caliper tree; the actual price varies with quantity. Price can also vary with accessories like iron grates which the trees might outgrow = destroy grate to save tree. The city grows trees in its own nursery but it cannot sell them to anyone.
Moving forward, we might be able to apply city funds or grant funds toward this. Maybe we can get OEPA Section 319 funds for 2013 (with a stormwater-management element), but given state finances now I'm not optimistic. For now, FOSR has some seed money which could be applied to helping the first few, most interested, businesses.
But, the meeting had no one from the transportation department, or anyone with biking, or any businesses. I'm guessing it's just the start of a larger discussion group but that's conjecture on my part. Anyway I was looking for red flags and we found a few, but overall the outcome was better than I expected.
