I've never really heard that term used before.
There's also Town Franklin neighborhood - which is in the freeway enclosed section of downtown. It's over by the topiary gardens.
We use the term "Downtown Franklinton" for the area where Go West! takes place...and where Tommy's Diner/Florentine are. It's kind of the center on Broad of the neighborhood.
"East Franklinton" is everything in between COSI and 315....it's where Urban Scrawl and the 400 Rich Art studios is located!

That term came from our pals at FDA. And I'd say it refers to the area of Broad where Go West is taking place...in the vicinity of Tommy's, The Florentine, and the surrounding area.
