This article doesn't really jibe with the 2010 Downtown Development Plan, but good to hear that there is a renewed focus on near-Downtown neighborhoods including Franklinton and Weinland Park:

It has been almost 200 years in the making. Is Downtown finally done? A riverfront renaissance, a shopping mall-turned-park, a new county courts building and a series of re-engineered and redesigned streets all are scheduled to be completed between late May and the fall.
That will be it for a while, according to city officials. With the exception of state highway projects and a few things going up in surrounding neighborhoods, you won't see as many construction cranes or orange barrels in the heart of Columbus.
