In the event that anyone actually wanted to really try something, yes. That day they might very well need 4-5 bomb vans.
Think about it. If you really wanted to be a terrorist would you only plant one bomb? One of the biggest fears of bomb techs is the double or triple bombing. The first device is a decoy to get the bomb squad out, the second is hidden nearby to take out the bomb squad, and the third (4th, 5th) would be at the actual targets on the other side of town.
(they've actually conducted large scale drills of similar scenarios)
I'm not even a terrorist and I can easily conceive of a plan like this. I can only imagine what someone who actually WANTS to blow something up would think of.
Target 1: Target rich environment. Pedestrians preferred ( no intervening cover ). Device is either high or low explosive, but shrapnel imperative as multiple disabling wounds is desirable. Think pipe bomb connected to small propane cylinders hidden in a trash can near a crowded patio.
Target 2: Medical / emergency personal. High explosive. Shrapnel secondary. Think nitroglycerin / dynamite / semtex / c4 / etc. hidden in a trash dumpster across the street from target 1, set to go off 10 - 20 min after target 1 charge fires.
"Secondary Device Method" used in Algeria, Columbia, Chechnya, et. al. . Not exactly unknown.
