Must be an east coast thing. I don't remember any place with a bar menu in Chicago. Lots in New York and Philly.
No table cloth or waiter, and you may be poking your neighbor with your elbow when you eat, but often the food was half price. Favorite was the Ritz Carlton in Philly, where I could take my dog up to the bar. They would put him in a leather booster chair and give him a dog biscuit on a plate. I'd order a cheeseburger, fries and coke and get out for $10. Not much more than you would pay at McDonslads
