Hell, I don't know; I could imagine parts of High Street, (SN mostly) as car free; but I doubt it would happen. Since were imagining though, I'd like to see it slowed down through the SN and probably Campus, and taken down to one lane with wider sidewalks (through the SN).
However, many of the businesses in this area do not have "back door" or ally access, so they get their deliveries from High Street. Like Andrew said, there is no West parallel to High St. Neil is a bit far off and dead-ends in campus, and the home-owners on Neil in Victorian Village would certainly have a problem with that anyway. Who could blame them; they've already tried to slow down traffic as it is with the occasional islands on Neil.
To tell the truth, the only reason I would like to see it slowed down with wider sidewalks is so that there's more room to eat, and especially drink on the street; if you have a patio your about 50% more likely to get me as a regular (which could be a good or bad thing). I like to J-walk across High, which is easier with slower traffic. I'm a big supporter of drinking in public; its one of the things I miss most about living in Berlin. I'd sign a petition, but I wouldn't "waste" or "spend" my time trying to change anything about it really; I'd "vote" for it at the IV association meeting, but that's about it.
I'm still pissed they took out the crosswalk at 4th and High by Thunderpussy, but it probably wasn't needed anyway.

I had to look at a map, but at least some of high street isn't 23 already, so I guess it could be done legally.
Why it's a good idea is a whole other question. Is the idea to keep people out? Make it harder for people to go to whatever area is closed off? Seems like with traffic enforcement we've already got a good start on that...
I get that there's a "I hate cars" vibe in play and I don't share that vibe, so it's likely I'm missing something... but why would this be a good idea?
