Well, reality is reality. Detroit can improve, but it is not going to improve through lightrail at all. It will improve through eminent domain, lowering city income tax, making it where if you buy a forclosed home at auction you do not have to pay the back property taxes owed, urban farming is interesting though i am not conviced it will work.
Basically the best idea is eminent domain of areas of the city, and basically letting those areas grow wild and turn back into nature. the city has to shrink. you also need to stop corruption and the abuse of city resources by the unions. I believe mayor bing will help out a lot, and he has already helped out a lot. the first good mayor detroiters have elected since the 50s.
