The library calls that shot Franklinton Neighborhood, that's the state house in the background so I'm guessing this is approximately where Genoa Park is now.
Not so sure of that. The Statehouse was the tallest building in the city for many years, and with none of the buildings along in the river in existence, it could be very well the west side of the river in the picture.
