...a modern, European-style streetcar or tram line would provide the best service for the neighbourhood with the least expense and environmental impact.
There are some interesting comparisons to be made, as Vancouver and Columbus have roughly the same populations.
Vancouver already has electric buses, and the Sky Train which allows quick and easy access to downtown from the suburbs and the airport.

Streetcar debates seem ubiquitious.
Will keep you guys updated. I will say personally that the area they discuss in that article would be sweet if it had a street car. Although with the amount of money that was dropped doing infrastructure for the Olympics (including the Sky Train) it's hard to imagine moving forward anytime soon.

If you get a chance you might want to hop on the train to Toronto and ride a completed streetcar system which can take you all over the city. Their St Clair line has been controversial and was finished about a week ago after 5 years of having the re-installation process dragged out.
