I was pretty sad to see the Festival move away from CCAD (and closer to where I live) but I have to say that I was impressed with the layout back at the riverfront and how well the Scioto Mile & improved Bicentennial Park complimented everything. The configuration on the two bridges was great and expansion to COSI & 400 in Franklinton was a nice fit.
I agree that it would be nice to see more local art in the festival, though it has improved on that front over the past few years with some new additions and collaborations.
Otherwise, if you want local art, go to Agora, Go West, Urban Scrawl, Independents Day, or any of the other dozens of local/community arts festivals throughout the year...
