I don't think they currently do look underdeveloped, but I guess that depends on how you're measuring things. Either way, I don't think having a Hollywood Casino at the proposed Arena District site is going to really make much of a visual impact in terms of how things look from a development standpoint. A new one-story building tucked somewhat off the beaten path isn't going to add a whole lot visually for most people.
I'm not sure if the same holds true for the Cleveland & Cincy casino though, as they sound like much different proposals than the one for Columbus and I'm not quite as familiar with their exact locations in relation to their Downtown cores.

People who live in Cleveland or Cincinnati will have their own casinos, so there's no need to travel to Columbus to go to a Casino, thus no real need for casino placement to be near the 3C station in Columbus.
