Say I wanted to walk down to High St with an empty bucket, turn it upside-down and start playing the drums on it.
Then say I wanted to turn my hat upside-down and collect money from passers-by.
Would I need a permit for this?

I think so! just to be honest.
I would be willing to say that you could get away with it for a while depending on where you were and what business you may or may not offend.

Depends strictly upon how good or bad your performance is.
If you suck...you'll need a permit.
Be careful walking the streets with a busket...
Goose - If you're good...do it! We need more street musicians here in town. The tuba dude is good, but he's lonely.
If you're worried about the permit thing, call the CPD (645-4545) to be safe.
I think we could always use more good buskers in town. It encourages the pedestrian nature of neighborhoods to have people out and about playing music.
You definitely need a permit if you wanted to busk during Gallery Hop. You'd have to contact the SNBA about that.
I think Columbus should have designated busking zones. My old college did, and it's great. It encourages people with an interest in music (even a passing one) to get out and play a bit. In the London Underground they have designated zones, too. And did anyone see "Once?" Talk about the charm of being a busker...
Boulder has this too. Just do it and ask for forgiveness later if someone has a problem with your performance!!!
it's my understanding that if you're selling your own stuff (music or art) you do not need a permit.
However, I heard this has changed in the SN, at least for selling artwork, the stores in front want a cut -I think- (and it may just be during the Hop). They might be ok with musicians. I'd ask the stores you want to play in front of first if they'd mind.
goodluck!
If you want a place to do it and a storefront to do it near, ask Patti at Waldo's. She'd be into it, I'm sure, and not interested in a cut of your money.
