As it seems to be the consensus, get her a Canon Digital Rebel. It's a great entry level SLR. All of the lenses and equipment you'd buy for it are compatible with the higher end Canon bodies, so if you ever decided to upgrade you can still use all of your lenses and such. That's precisely what I'm doing, actually. I intentionally purchased the more inexpensive Rebel so that I could invest more money into great lenses, that's what really determines the quality of photos.
My recommendation would be to get her the Rebel and pair it with a Canon 50 mm F1.8 fixed lens. That lens is great for portraiture and would be very good for learning as well. It's only $80 or so, and she'd totally continue to use it if she ever decided to upgrade to a higher end body.
For my next purchase, I've got my eyes set on a Canon 24-70mm F2.8 L lens. I'll have to drop some serious bills, but that lens just rules.
