Not cheap, but I love Elevator's fish and chips! Get 'em at lunch.

Claddagh Irish Pub has a great Bass Ale battered cod, and have a great location on Front Street downtown. Mondays are BOGO on the cod, by the way.
And any other day of the week, I have and Entertainment Book coupon! I know we talked about meeting up at Nazareth, but let me know if you are interested in Claddagh as well. My schedule comes out Friday for the following week.

Nelson and Broad Old Bag of Nails has great fish, some of the best in the city. Smokey Bones has good battered fish as well.

No seriously, check out Japanese restaurants. Tempura is beer batter with baking powder in it. Any tempura fish is going to get you the best and while they might not have the chips, they do have fried burdock root, lotus root and other root vegetables. Now if you want some hush puppies, you're going to have to go to Marino's.
