Lots of suburban folks already take the bus into downtown. the train would mostly have the advantage of being faster. In other cities the trains are a fast alternative to get to the "center" or to the other suburbs, or, for example, from the airport to a 'burb station near your house so you don't have to ask your friend to go all the way to the airport to pick you up, or from the airport to the hotel/convention center...
people find lots of possibilities when they are given the option. This is why towns that have rail systems tend to have BUSY rail systems.
