Saw that bust myself. This was for really real handcuffs not zip ties. Seemed a lot more serious than an open container/marijuana bust. From what I saw there was a large group that was arrested by plain clothes cops and one woman decided to run. If it hadn't been for the runner I never would have noticed the overall arrest.We saw that too. By the time we were aware of what was going on, the young lady had "assumed the position" on the ground, hands cuffed behind her back and a young man was weakly trying to get his hat back on while being bullied by a lady officer. Let's hope all this was for something other than reefer. From the perspective of a random outside observer,the punishment was way out of proportion to the crime.
What punishment? A person tried to run from an arrest and was chased down and handcuffed. Seems kind of straight forward to me.
