This year the Recreation and Parks department has a crew helping volunteer groups to remove honeysuckle from parks. This could be an opportunity for your neighborhood association or Friends of ____ Park to schedule some work that would not otherwise happen.
If this is like FOSR's work with Watershed Maintenance, the city will provide a chipper and crew with chainsaws, and the volunteer work is mostly dragging the cuttings from the saws to the chippers. They allow us to use saws but no power tools. The honeysuckle has no thorns and I don't know of anyone allergic to it, but sometimes there's some poison ivy or multiflora rose.
