Imagine Long St. on a road diet with bike lanes and lined with residential, retail and some outdoor seating from High St to CCAD. This could be the first step.

I've walked by this place a couple of times since they started tearing up the parking lot.
They are working on Saturday mornings!
I wonder if they're working overtime to get this project done fast.

Conceptual review for the new construction for two five story buildings, each building with 130 units and approximately 82 underground parking spaces. There will also be two nearby off street parking lots.

+1 for the addition of more apartments downtown..just can't believe there is not one bit of retail l in the plan..when the area gets built up it will be a long city block people try to pass by quickly.

Especially if the streetscape is built to compliment the new apartments. Gay Street is one of the nicest strolls Downtown, and there's no retail located between Fourth and Grant. Not a problem there.
There's also existing retail in the area (personal trainer across the street, bar & grocery around the corner, Warehouse Cafe, B1 Bikes & Spoonful not far away) and opportunities for more retail to fill in once the apartments are occupied.

One should note that directly across the street from these apartment buildings are several empty storefronts on Long Street:

So even without putting retail in the development directly, the development creates the opportunity to RE-develop some underutilized space along that stretch of Long Street. I think they have the right idea, in that, if you bring the residents, the retail will follow!
