			<description>&#60;p&#62;It seems politically the easy thing to do whenever fund shortage exists is to issue bond instead of exercising fiscal conservative policy and not spend money you don't have.  I am worried that as taxpayers we are being gulled into signing a blank check that future generation have to bear.  The Columbus Dispatch makes it look as if the City is on life support and defeat of Issue 1 tantamount to pulling the cord which I find hardly convincing.
