Ted Strickland, joined by the Democratic-controlled House and Republican-controlled Senate, delayed it in order to fill an $850 million budget shortfall.</em></p> <p><em>Gov.-elect John Kasich has frequently said he plans to restore the tax cut as part of the upcoming budget. But neither Kasich nor the legislature needs to act for the tax cut to take effect.
