&#60;p&#62;&#60;em&#62;Although Ohioans won't notice it in their paychecks, the income-tax rate will drop by 4.2 percent starting on Jan. 1 when the final year of a five-year, 21percent tax cut takes effect.&#60;/em&#62;&#60;/p&#62;
&#60;p&#62;&#60;em&#62;Ohioans were supposed to see the cut in 2009, but Gov. Ted Strickland, joined by the Democratic-controlled House and Republican-controlled Senate, delayed it in order to fill an $850 million budget shortfall.&#60;/em&#62;&#60;/p&#62;
&#60;p&#62;&#60;em&#62;Gov.-elect John Kasich has frequently said he plans to restore the tax cut as part of the upcoming budget. But neither Kasich nor the legislature needs to act for the tax cut to take effect. The only way it would be stopped is if Kasich and the GOP-controlled legislature voted to do so.&#60;/em&#62;&#60;/p&#62;
